Under Maryland Transportation § 21–1202, a person riding a bicycle generally has the same rights and responsibilities as a motor vehicle driver when traveling on the roadway. The law treats cyclists as pedestrians when riding on sidewalks or in crosswalks, but they must yield to pedestrians. 

Maryland law also addresses how and where cyclists may ride. Under Transportation law § 21–1205, cyclists moving slower than traffic must ride near the right side of the road when it is practical and safe. Exceptions apply in certain situations, such as when making a left turn, avoiding hazards, passing other vehicles, or riding in lanes too narrow for a bicycle and a vehicle to travel side by side safely.

If a driver or cyclist violates any of Maryland’s bicycle laws, they may be liable for any resulting injuries.
